  1. Assuming "standard video" = DVD, the answer is YES. The same is true of HD DVD players.

    Since all Blu-ray players up-convert DVDs to pseudo-HD, assuming you have an HDMI or component connection to a good HDTV, relative to a DVD on a regular or progressive (i.e. non up-converting) DVD player, the DVD will look better.  

    The degree of improvement will depend on the Blu-ray player (basically the quality of the scaler/video processor) ... but also on the display (since it has to be able to show the difference).

  3. Yes . a blu-ray player can make a standard DVD video look better, because the majority of newer players upgrades the video signal through processing to the TV .
