Can ANY adult press charges on an 18 year old for having s*x with a minor?

my friend wants to know if ANY random adult can turn her boyfriend in, whos 18. or does it have to be the parents?? shes 14. tell me all the details about this. please. thanxx

but did they actually witness the s*x? or do they "just know"

Any adult can make a complaint to the police concerning a crime; however, whether the District Attorney will file criminal charges depends on the results of at least a preliminary investigation.

Anyone can file a police report or phone in an anonymous complaint.  If a serious crime is occurring, call the police and let them handle it.

Any adult who is aware of this situation 18 year old having s*x with a minor who does not report it is subject to being charged with contributing to the delinquency of a minor, trafficking in child s*x, and any of half a dozen more crimes.

Teachers, ministers, coaches, parents, and aquaintiences should the girl name them at a later date. The least of the charges would be endangering a child by not reporting. It is possible for a responsible adult who does not really understand the relationship to lose everything including profession, family, and freedom for life on just the accuzation. This is not a joking matter, nor is it something that is minor.
