Can American HD DVD players play out of region discs?

Can American HD DVD players play standard definition DVDs from Other regions, at least NTSC ones?

The above answer is wrong, HD DVD is region free, I know because I have the european version of Terminator 2 because the Blu-Ray doesn't have the extended version only theatrical and it plays on my player.

In a word, no.......if you buy a DVD in Europe more chances than not it will not play in  a DVD player bought in the US......if you buy a foreign DVD from a source outside of the US make sure there is a guarantee it will play in your player.
