  1. Yes, an American citizen can immigrate to another country and become a citizen there.  However, some countries do not allow dual citizenship so depending on which country he is becoming a citizen of, they may require him to renounce his American citizenship before giving him theirs.


  2. of course they can; but only if the other country allows dual citizenship, most do, but there are some exceptions;

    the US does allow it.

  3. Yes they can, but they should be careful not to commit a potential expatriating act that would potentially cause them to lose US citizenship. They should also be aware they cannot be protected by the US government while in that country if they accept citizenship there. So if there existed political instability and/or this American were to be arrested, the US government could not offer much in the way of support.
