No, many states and countries have licenses that you must obtain for your boat ..... plus, the ocean is very dangerous ...... it would be wise to take some boating classes before you tried to go out their for your first time ........ = )

no- in some states you have to have a license to drive a boat.  also the boat has to have insurance and all the other stuff required by your state.

It's unfortunate that all it takes to go to sea in a boat is the money to buy the boat.  That's what keeps the Coast Guard search and rescue busy.

A person needs to be on intimate terms with both the boat and the sea.  Knowing the limitations of your vessel and yourself is vital to your safe return.  Start with small excursions in a variety of conditions, ideally with someone else who has experience.  Schools and classes teach basics and navigation, but it's being out there that will provide you with the best education.
