Can Background Actors or Extras talk in a film/tv show?

Question

Can they have more than 2 lines? Example: Bob is the main role, Mary is the second main role. Then me Sam as their friend but never really see me as much as them but still get to talk when its my scene?

Do you get what i mean? if you dont just answer the question i posted

Extras are considered non speaking work.  So you would not as an extra speak to any of the principle players. If you did you would be a principle and not an extra.
