Can CA private school withhold a report card for non-payment of tutition?

I was unable to pay the tuition for my student at a private school in California, now they will not give me my child's report card.

Yep they can!  If you don't give them their $ then they won't give you their service! Sorry but that is just the way it is u should have been smart enough to evaluate your financial situation wisely!

Yes they can.  

Also, when your child gets to college: if he doesn't pay his tuition they will hold his transcripts as well.
