    But it shouldn't be that way. Regulations only damage the market.

    What you need to do to reduce the high cost of services is to reduce the cost of the government. In 2006 the government (all of it, at all levels) spent 40% of the total national gross product. Your bus fare is almost twice what it should be. You get a ride worth 60% of the fare and the government takes the rest.
