Can Cubans be allow to go back to Cuba?

My grandma and mom are both from Cuba and they are allowed to visit because they have first family there, even though they moved to California from Cuba.  As long as you have first family there it's fine.  But there are limitations on what you can bring back.. like you can only bring back like a certain amount of souvenirs

You mean if they left Cuba illegally ?

I think they have to wait a period of time - but after that, in general there is no problem.

I guess high-profile "defectors" may have difficulty.
