  1. Yes, The doppler radar can easily detect storm rotation.

    A signal is bounced off the air mass and returns as an echo. The returning signal is translated into a visual representation. Air masses moving toward or away from the antennae are all represented. A cyclone shows returns on both directions the air mass is moving and definitely will show the rotation of the storm.

    Doppler is the effect that a signal has similar to the passing of a train. The sound of it coming toward you is distinctly different than when is is moving away from you. (google search for "doppler effect") The radar signal can detect the difference in the "sound" of the echo and immediately translate that information instead of having to wait for another signal to be returned and then compare the two signals like the old type of radar.
