1. what the material consists of, for example : fire can not burn water.

2. the location of the object, for example : fire in America is unlikely to burn objects in Africa, too far.

3. the condition of the fire itself, for example : a tiny spot of fire is unlikely to burn an object of metal, it will be put off soon before it burns

Fire doesn't burn anything.  Fire is only the result of things burning.  Chemical reactions burn things, and the resulting energy is released in the form of thermal energy (fire).
