    1. what the material consists of, for example : fire can not burn water.

    2. the location of the object, for example : fire in America is unlikely to burn objects in Africa, too far.

    3. the condition of the fire itself, for example : a tiny spot of fire is unlikely to burn an object of metal, it will be put off soon before it burns
