Yes they can but no I wouldn't bet on it. You get much better odds betting on the team you don't think will win to lead at 1/4 time then your fav to win the remaining three. Doesn't come up as often but you don't have to put much on it to get a good return. Lower quality teams often come out firing but the better team drags them in and often stay in front for the remainder.
