Can Geocities Run vBulletin

I am getting vBulletin and need a Web Server that is less than $10 a month

Geocities isn't the way to go for hosting, thats for sure. check 1and1.com you'll get better rates and you'll be able to use vBulletin (im not sure if it works on geocities, i highly doubt it though)
