Can H1B be transferred to a new company .

Question

I had applied for H1B this year . I have got the work permit petition also . Now i am going for Visa stamping .

I wanted to ask the following questions

1) At this stage , can i transfer this workpermit to a new company (if i switch job).

2) after visa stamping can i transfer it to a new company .
