Can I Activate My PayPal Account Using A Visa Debit Gift Card?

I believe so, yes.

Even if it's a gift card, It's still a Visa card. It will still work like a Visa you get from a bank or creditor.

Activate your paypal card with a visa debit card.  I don't think activate is the correct word you are trying to use.  But if you want to know if you are able to use a debit card to make purchases on the net yes you should and paypal should be no different.  I haven't used the site in a while but as long as you enter in the card number correctly it shouldn't be a problem.  For future reference if I was you I wouldn't use paypal for online transactions it is better to use companies that use a different payment processing that way you can file a chargeback on your credit/debit card if anything goes wrong.  Somehow paypal is exempt since it isn't a financial instution.  Funny huh.
