  1. Vinyl can be painted. Go to a paint store and get help with the correct paint.

  2. There is a spray paint that is made to paint vinyl. You can get it at Lowes or Home Depot. Do not brush paint on the baseboards. It will pop off. If you have already brush painted it, you may as well take the vinyl baseboard out and replace it with wooden baseboard. Good Luck

  3. Gotta redo the whole floor..otherwise it WILL PEEL OFF!!...

  4. There might be a primer you could over the vinyl to make the paint adhere, ask at a local paint store, but vinyl shelf paper with sticky backing if you take your time would probably be the easiest and best.  Just get a good razor knife and measure.  Check the paper against the baseboard before you peel the paper that covers the sticky stuff . And don't do to much at once.      They have it in shiny white or textured.  Theres all kinds of shelf paper thats vinyl that would work if you want to try like a contact adhesive yourself,  that would give you more variety to choose from than just the sticky back.  And unless you live in a small town without a 99 cent type store,  do use the 99 cent store.  If you look at different ones youll see a pretty big variety.   Ive lived in boats and small apt.  and wierder then than places and have  had to get pretty creative so I know of what I speak here.   Anyhow good luck.
