  1. No.

You need to live legally five years in a row in France, and still live there when you ask for French citizenship (this can be waved in certain specific cases). Never have been condemned. Speak French and show that you are at ease in French society. That you know the duties and obligations of a French citizen as well as your rights. If you have checked yes at all the above then you can ask for it.

That's the short answer, for more information you have to go on a French governmental site like this one :

    http://www.diplomatie.gouv.fr/fr/les-fra...

  2. You can apply for French citizenship by naturalization if:

You are at least 18 years of age; and

You can prove that you have been legally resident in France for the five years preceding your application; or

For two years, if you have successfully completed two years of tertiary studies in a French higher education institution (university or Grande Ecole), or if you can provide an important service to France through your talents.

Applications must be made to the Préfecture of the Département in which you are living, or at the Préfecture de Police if you are in Paris, or at your nearest French consulate if you are abroad. The list of documents you will be required to submit with your completed application form will be given to you there.

After you have submitted the application form and all the required documents, the authorities have 18-21 months to respond to your request. If your application is refused, the reasons for refusal must be given, and a new application can be made if the required conditions can now be fulfilled.
