Can I adopt an adopted child?

Can I adopt my nephew who was adopted by my mother to get him out of the “system”? I’ve raised him since he was 5 weeks (he’s 2 now) he calls me Mom and we all agree since I’m raising him, I should have complete custody. Can I adopt a child a child who’s already been adopted once?
