Can I apply for a Canadian Visit Visa on a expired U.S.A visa?

Me and my family came to U.S.A on E1 visa. E1 visa is for doing buisness or trade between two countries. My uncle live in canada. We applied for a canadian Visa a year ago and the Visa validity was the same date as the expiration of U.S.A visa. We did not get a chance to visit our uncle who is canadian citizen. However, we still have a valid I-94 , could we apply for a visit visa for canada and explaining the imigration officer that we would return to our homeland from canada after visiting our uncle? How many chances are there for getting a visa? should we take this risk? Any experiance or suggestion would be very appreciated. Thanks
