  1. Your visa may have expired, but are you still in status?  If so, you might be able to successfully apply if you can show that you will return to your own country after you visit Germany.  Otherwise, no, you will just be wasting your money.


  2. Maybe or maybe not... normally if you have at least 6 months visa in US, you'll be granted a visa but to be able to proof that you will leave Germany when the trip is over is not easy.
