Can I apply for an art teacher job in California if ...

I come from a foreign country, and in that country, already recieved the proper teaching credentials ... Does this make me qualified to teach in California? Or must I fulfill any other qualifications?

No.  You can not apply for a teaching job in California, even if you are a teacher in your foreign country.  Once you come to the states, you would need to go back to a University and take courses in order to teach here.  It all depends on the state you want to teach and what their requirements are.

Another thing you might consider is going to another state simply because of how the situation is here in California.  The state has no money and they have already let go of many teachers, educators and other school employees through out California.

I am not sure.  You will need to check with California's Department of Education.  You may be fine, but I am sure it depends on what country and what that country's requirments were.  Chances are you will probably at least have to pass a certification test.
