Can I apply for the EU enrollment program at British Universities?

Romania will have been a member of the EU for 2 years and 9 months in September 2009 when I am to start University ( I am a Romanian).The problem is that in order to benefit from the UK/EU enrollment program at Universities you need to be from a country that has been in the EU for at least 3 years otherwise you need to provide information about a relative that has been living in such a country. My question is: Can I apply for the UK/EU enrollment program and state Romania as my home country without expecting any problems with this in the future? I would rather not take a gap year if possible.

Oh, wow. Technically, I think it must be three full years. But what I'd have you do is contact the British unis that you're most interested in and ask them directly.
