you can only apply for an authenticated birth certificate from the NSO.

you can do it either by:

1. going there at the East Ave Office or

2.calling their hotline, then you can give all the details then pay P320 (i think) at any Metrobank branch. it will then be delivered to you after a few days.

You can do it two ways:

1. Via Registrars Office in your City Hall.

2. Via N.S.O.

In Manila, I just paid P315 at any Union Bank or BDO Branches and after 3 day it is at my doorstep.

You could get a copy of bc at the local registry in city halls but some employers or dfa for passport usually required you to get the nso issued ones. Nso also can authenticate  any of your non-issued nso copies for P150.
