Can I ask out my younger sisters friend ?

I like my younger sisters friend shes 1.5 years younger then me i am 15 and she is 13

Well first you need to make sure she likes you cause if your friends found out that you got turned down by a 13 year old. they could torment you for a long time. and like some of the other ppl said make sure it's okay with your sister.  

Also that MIGHT be a little awkward because your going into high school or you are in high school and she's still in middle school.

i dont know the age is close but 15 is the age where you start getting mature... I recommend someone your age or 14 not 13
