Can I attach a wire cargo holder to my bike myself?

I'm planning to buy a bicycle soon. Can I attach one of those flat wire cargo holders--sorry, I don't know if they have a particular name--to the back of the bike myself, or must the bike come equipped with it by the manufacturer?

You can attach it yourself or have the bike shop do it for you when you purchase your bike.  I have one that clamps onto the seat post that I like better than the wire mounted one  ( I have used both types).  The clamp on one goes on and off easily as needed, while the wire one is intended to stay the bike. I believe mine were both made by Topeak and my bag is interchangable between the two types of cargo holders.
