Can I book with Travelocity if I do not live in America?

I have been looking for cruises and came across this site, but when I went to the booking part in the mandatory field of where I live they only have American states?

I am french and i live in norway and i book often on travelocity.co.uk, never any problems.

But when you are booking if they ask you your state try to put nothing or wright your own area without the listing choices.

Or maybe at the end of all the american states they have something else, i don't really remember but there is a way.
