Can I buy plane ticket in the Philippines for a flight from Tokyo going to Manila?

It would be much cheaper if I am going to buy a plane ticket in the Philippines but I am not sure if that is possible since I will be taking my flight from Tokyo, Japan to Manila, Philippines.
