Can I change my name without fee when I get U.S.citizenship?

I live in CA, and I am waiting for Oath ceremony.

At the interview they said I cannot change my name at ceremony because they don't have a judge at ceremony any more. In CA, it seems I have to pay $320 to change my name.

It is unfair to pay more since another office do name change with no additional cost.

Is there a way to avoid pay $300 more to change my name?
