Can I change the disbursement date of my stafford loan and pell grant?

My stafford loan lender says my disbursement date is set by my school. My school needs the money Aug 12th at the latest, subject to late fees, and my lender says the disbursement date will be on or about the 14th. I'm trying to call my school's financial aid office to see if it can be changed, but their phone lines are tied up because they're so busy. I even got up early to do it. I've emailed them before, but never get a response. So how is this supposed to work? Because the school knows they'll get their money, just might be late.
