Can I contact a losing bidder to give them a fixed price offer?

I had an auction with bids that closed, reserve was not met I would like to contact the leading bidder to offer a fixed price for the item.

I believe that there should be an option for a "Second Chance Offer".  This will send an email to only that person stating that you are willing to sell them that item for a particular price.  You can find this on the "Selling" page under "My eBay"  Next to your item there will be a drop down menu where you can choose "Second Chance Offer".
