Can I create a blog, and how do I do it?

I am trying to create a site where I can post pictures and where my family can also go there and do the same.

check out www.blogspot.com. It tells you how to set one up for free that's fairly easy to do.

However, Yahoo has service called Flickr (http://flickr.com ) - that is dedicated to photos. You can set up a blog and group pool there.
