Can I dispute a credit card charge for not being happy and win?

I bought some items through paypal from a seller. The person sent me 1/3 of the qty I ordered. It's been 4 months and paypal has finally closed my case with me losing of course because it's not through ebay. I did want just a partial refund, but now I'm thinking of getting a full refund with a the bs and time I wasted. Is this okay or will I likely lose the full refund? Any tips on this?

You are perfectly within your rights to do a chargeback of the full amount provided you send the goods back to the seller.  In this case, this may be the best option.  You should send a letter of dispute to your credit card company IMMEDIATELY.  Your time has already run its course under the fair credit billings act.  However, because your case was tied up in PayPal investigation, the time limit stops.  Paypal will most likely be who the claim is against and will seek to try to fight you along the way.  If the seller does not want to fight with you, then you will win your dispute and all charges will be reversed.  

    If all else fails, you can contact the executives of Paypal (same ones as Ebay)...

  2. Looks like you're learning a valuable lesson about dealing with people outside of ebay.  This is exactly why this behavior is strictly prohibited with ebay.

    I wouldn't try to get back more than I deserve.  Call your credit card company and tell them the situation.  I think they'll tell you to file for 2/3 of what you were charged.  Technically if you go for the full amount of the sale you'd be stealing from the seller.  I assume you're saying you got 1 out of 3 items not you got 1/3 the quality--if that's the case, you've got nothing to stand on.

    If they don't go for that go file a claim with small claims court in your county.  It's very easy--just go to the court house and ask what forms you need to fill out.  It will cost between $20-$40 to file your case.  If the amount of money you are looking for is less than $40 you've just got to chalk this up to one of life's little inconveniences.

  3. I would just say try it and see what happens.
