Can I do undergrad courses in US/Europe without givin SAT/ACT.If yes then how& in which university?

I have crossed the date of givingI the SAT exam in my country

& since all top universities of the world want to see the results of the SAT or ACT exams so I m askin this question & does results of Indian compettive exams like IIT/AIEEE help

me to get admission in foreign colleges.What i also want to know is that if do get admitted to such colleges without givin the exams do they charge a lot?

 i am in a AP-system (american private school w/ sat's and all) and i am planning to go to a Swiss university. Do European colleges require an IB for foreign students?
