Can I drive a rental car out-of-state with only a drivers permit

The car would be taken out under my Dad's name, and yes my Dad will be with me.

But if the car was to be involved in an accident, the insurance would not cover you.

Don't do it.  Wait till you get home and drive under your father's car insurance.  You are still a beginner and the chance of getting into an accident is very high.  You need the insurance.
