Can I drive to the bioluminescent bay in Vieques and swim in instead of booking a tour?

I'm going during a new moon and will have optimal condiitons for the bio bay, but am wondering if i can reach it by rental jeep and swim out instead of needing a tour.

You can drive there with a rental car yes. But you can't just swim out. The bay is pretty far out from shore, because you need to get away from the lights of the city to see the glow. You also need to go through a bunch of mangroves, which you cant swim through. If you bring your own kayak you could probably do it yourself but you might get lost in the dark water.

I reccomend getting a guide. Drive yourself because you will pay less & then get a guide a the bay.
