No you cannot file charges on someone who hit you 20 years ago? Why you waited for such a VERY VERY  LONG TIME to file the complain? Within 20 years ago a lot of things has already happen, imagine even for one year, things change. More likely the person you like to file a case is dead. So who will appear in court his dead body?

WHAT IS THE USE FILING A CHARGE OR CASE after 20 years? FORGET ABOUT IT, and just go to sleep.

No, There is something called "statute of limitations", which prevents you from accusing someone of a crime long after it happened.

What proof will you present? You don't expect the state to arrest someone and go through the expense of a trial based on a 20 year old memory?

Even with proof you're 18 years too late. But you should have gotten over this 19 years and 11 months ago. It doesn't speak well of you.

unless your had medical injuries shown to a qualified doctor

or you had witnesses. also the seriousness of the assault.

but 20yrs? the first thing the police will ask you why 20years later?
