Can I find a persons address and contacts in Egypt through his passport number?

In case a person leaves a country without the knowledge of the person to whom he owes money, how to tace him and fix the problem.

no, trough his passport? you may not find out any information, privacy act,

file a complain and follow the court or attorney's advice .

No, absolutely  not (unless you pay someone off at an Egyptian foreign mission to give you confidential information).  Unless the money owed is astronomical, the expense of trying to track down the person in a foreign country and then trying to get the money back will far outweigh the benefit.

Take it to court if you want to legally stop him and it's a lot of money. Otherwise you're invading his privacy.
