Can I find the browsing history from a computer even when someone has deleted it in Internet Options?

No, you cannot.  

However, you could check the cookies (they may not have been deleted and may give you some insight as to the sites they were visiting).  Go into Internet Options, choose Settings... under Temporary Internet Files, and then choose View files.  you'll see a lot of them (if they haven't been deleted).

You can also see (if they haven't deleted them) the URLs they have manually typed into the address bar by clicking the down arrow at the end of the address bar.

No, I don't think you can. If it's deleted, it's deleted.

Unless, while someone was deleting it, they clicked cancel in the middle of the deletion.
