It sounds as if you can do it with your BirthCertificate and one other non-photo like your social insurance card if you have.  The student id isnt considered "government issue".  Here in BC you can get government issued photo id at the driver license offices. (you dont need to apply for a drivers license)  maybe you could try that if all else fails.

  3. Yes you can I have flown from NL to ONT and ONT to NL with a birth certificate and and student I.D and they were like its fine.

    No problem at all.

  4. First question...why isnt your health card valid if you just turned 16?  If you are a resident of Ontario, it should be....even if you are waiting for your new picture one-the old one without a picture is still fine.

The ID you have should be fine though.  According to Air Canada:

Under a temporary exemption to the Passenger Protect program, passengers who appear to be 17 years of age or younger are not required to produce photo ID when travelling within Canada. If they do not produce identification, they will be asked to confirm their name, date of birth and gender. This exemption is in place until September 30, 2008.

    According to Westjet:

Until September 30, 2008, Canadian air passengers who appear to be between 12 and 17 years of age will NOT be required to present government issued non-photo ID.
