Can I get S-pass in Singapore?

I have a international diploma and specify certificates but I have no any degree yet. Can I get S-pass in Singapore without any degree?? and How can I get S-pass ??

A person who gets S-pass in Singapore can attend school??

The other questions, I am not so sure, depends on whether you have some skills that are required currently by Singapore
