Can I get a California motorcycle permit as a non resident....?

I live in Tennessee (I'm 19) but my dad who lives in South Carolina (he's Navy) is moving to California. My dad has a motorcycle and has ridden for years but it is obviously way to big of a bike for me, a beginner. I was talking with him about him possibly buying a smaller bike for me that he would keep with him that way when I visit him he could help me practice and learn. I can get a motorcycle permit in Tennessee, but it only allows you to operate the bike within 20 miles of your home. But if I was visiting my dad I wouldn't be near my home, so would it be possible to get a out of state permit/get a permit as a non-resident?

  1. You need a legal California address. No PO boxes or out of state stuff allowed. Sorry.
