  1. I don't know where you live however; they do have a council movil. The consulate in chicago travels to WI, Iowa, MI, and other states. Did you try the internet to get more information.  Here is a link that says you do need a passport with a Permanent Resident Card.

  2. Of course, you  can try while you are in Mexico, you might luck out., but it can take anywhere from one day to one year there by my experience with friends.   Now this bit about not needing a passport is a bit tricky, as you are a Mexican citizen, BUT...as a permanent resident of the U.S. at this time you can enter without a passport.  See  website and read the pop up window very carefully...it says, "Passport needed OR...if  stay outside the U.S. was less than one year, permanent resident card."

  3. forget the mexican passport, go for the american one,

  4. If you are a Mexican National, you can get a passport at just about any of the delegaciones within Mexico City or other major cities.  If you cite an urgent need they can turn one around for you on the same day.  HOWEVER you will also need the US Visa if you use your Mexican passport.  Those are taking the US State Dept about 3 months or more to process except for extreme hardship cases such as severe illness, etc.
