Can I get a Transit Visa for the Canada at the Airport? If not How long does it take to get the T Visa?

I am flying from Ckevekand Hopkins Airport to Paris and I have a stop in Toronto. I find out that I need a Transit Visa. Can I obtain that Visa at the Airport? If I can't, how long does it take to obtain the Visa from the Consulate? thanks!

1st site below confirms you do need a transit visa...but is not helpful on how to get it.  2nd site state there is not cost and you cannot get it at the airport, but does not say how to get it  ( page 6).  There are many sites like these, but NONE of them tell how to apply for the transit visa...sorry.  So I think you will have to contact the nearest Canadian consulate and ASK them...since their website does not give the info.  See 3rd  site for the list of consulates so you can chose the most convenient one to call.
