  1. A bank should always have a notary available for it's customers.  However, do you have to have a letter closing you bank account notarized?  Perhaps you are thinking of a signature guarantee - where a bank employee who is authorized can guarantee that the signature on the letter is yours and not a forgery.

    P. S. I am a notary and have never been asked to notarize a letter closing a bank account.

  2. Yes, if the bank has a representative on staff that is a licensed notary pubic in the state where you life and they don't have a company policy forbidding such activity.

If they won't, simply find a notary public in your area and have your forms notarized by that notary.  Typical charges are $5 per signature.

  3. Yes, you can go to any bank or any mail service place.

  4. 1.  The Notary Public has to SEE you sign the letter.

    2.  The BANK is NOT a Notary Public.  They probably have several on staff, but a Notary Public is a PERSON.

    3.  NEVER have an interested party notarize ANYTHING.  It is usually not legal, and ALWAYS a bad idea.

I have worked at a bank for 10 years and was a Notary Public for 5 of those years.  There is NO good reason your letter needs to be notarized.

  5. yes,they will notoraize it!
