Why don't you carry one of those medical marijuana cards and say to a Los Angeles Police Officer...  "I got a medical marijuana card, so you can't arrest me for it."

Depends where you live.  In Florida even a convicted murderer can probably get a concealed carry permit.

Yes, but you need to take it to the police department and have it registered first. DUH.
