Probably cause they'll come fix it while your gone, use you cell phone to take a picture of it being failed before you leave so it covers your butt

Almost certainly. once you get your head around the fact that the meters have nothing to do with road safety or sharing parking space fairly you will realise that they are a money making game. If a meter faails you are not allowed to park there because the local authority would mis out on the revenue.

Always always take the most cynical view possible of motor regulation in which charges are imposed for a none existent or imaginary service
