Can I get a prepaid or debit card that does not allow for atm or cash back?

I have looked at the teen programs like payjr.com etc. but dont seem to be able to nix that feature? Anybody know of one? Thanks!

Try the Simon mall gift card.  You can even get it personalized in his name.  Very few fees.  Shipping, Purchase fee.  Also, there is a fee for that will start if amount is not used with-in 6 months*.  It can be used anywhere Visa is taken.  This debit card, will only as a signature transaction.   Some gift cards like this may not work or be allowed to be used outside of the U.S.   I am not sure about the Simon debit Visa card.

*(Some states do not allow this fee to start until after 12 or 13 months have passed)
