Can I get a refund for stamp papers that have not been used?

Yes you can. As your name and date has mentioned on it by the stamp vendor, who further mentions the details in his register which has to be submitted to the Registrar periodically, it is not very easy to get refund. Please approach the stamp vendor. Agree for a discount and surrender the same to him. Note that the stamp vendor should be the same person, with whom you have bought the papers initially.
