you might have to be either 18 or 21

Each state is different.  You will have to check with your state treasury department who deals with sales taxes.  I have never heard about there being an age restriction.  If you are selling items that need fall under the sales tax rules in your state - then you need to find out what you have to do to comply with your state's sales tax laws.  If you are selling items on line, then it gets more complicated...
