Can I get a state ID at 16?

Question

I am going to get my drivers permit tomarrow (Hopefully, atleast -_-) and in New Jersey you need 6 points of ID. I have my birth certificate and social security card, so there is five points, BUT I don't have ANYTHING else to get my 6th point. So, would it be possible to get a state, non-drivers, ID card? Any help is appreciated. Thanks.

opening a bank account would make the most sense because gettin a state id can take a long time and they aren't free... opening a free checking account can take less than an hour

A bank account would give you the final point, and would also give proof of address.
